Officially, the Secretary General of the Presidency of the Republic is not the only member of the Yaoundé inner circle to have the delegation of signature from the Cameroonian head of state.
The Director of National Security (DGSN) also has a delegation of signature, allowing him to make certain decisions that normally fall under the authority of the head of state, without consulting him.
Indeed, DGSN Martin Mbarga Nguele has had a permanent delegation of signature granted to him by the head of state on September 13, 2010, by presidential decree No. 2010/280.
With this decree issued by Paul Biya, it becomes clear why the DGSN signs certain documents on behalf of the Head of State.
The most recent example is the recruitment competition for 400 police inspector trainees for the 2024 session, in which Junior NGOMBE, who was arrested and then released, was declared admissible.
This document was signed by DGSN Martin Mbarga Nguele on December 4, 2023, in accordance with decree No. 2010/280 of September 13, 2010, granting permanent delegation of signature to Mr. Mbarga Nguele, General Delegate for National Security.
