In a public statement on March 6, 2025, the honorable Jean Michel Nintcheu, a member of the National Assembly, sharply criticized the Minister of Territorial Administration, Paul Atanga Nji, calling him the “minister of national provocation.” Nintcheu accused him of crossing a red line with his recent speeches and actions, particularly during the press conference on March 4, 2025.
Jean Michel Nintcheu strongly condemned what he considers a “gross provocation” by the minister, yet another attack on the country’s republican institutions. He reminded that politics should remain a serious matter, requiring respect for institutions and laws, especially in this election year. “No one has the right to demean the State to this extent,” the deputy declared, adding that the irresponsibility demonstrated by Paul Atanga Nji should be sanctioned politically and legally.
The rising tensions surrounding the presidential election scheduled for next October are worrying the public, and Nintcheu sees it as a sabotage plan orchestrated by the current regime to avoid a certain electoral defeat. The deputy highlighted that the 43 years of Paul Biya’s regime have been disastrous, marked by a series of scandals, abuses, and poor governance, which, according to him, justifies the inevitable popular anger. “The regime wants to create an insurrection to try to drown its certain electoral defeat,” he asserted.
Nintcheu particularly criticized the role of ELECAM, the body in charge of elections, accusing it of collusion with the ruling power. He deplored the lack of transparency in the electoral process, mentioning ELECAM’s refusal to publish the national electoral list, in blatant violation of Article 80 of the Electoral Code. The deputy also pointed out the repeated interferences of Paul Atanga Nji in the affairs of political parties, which he sees as an attempt to exclude opponents of the ruling RDPC party from the upcoming elections.
Nintcheu urged the leaders of public media, such as Marie Claire Nnana of *Cameroon Tribune* and Charles Ndongo of CRTV, to stop their propaganda in favor of the regime and to provide honest information to the public. He also warned that their impunity would not last indefinitely and that they would have to answer for their actions before an independent judiciary after the political transition.
One of the highlights of Nintcheu’s statement concerns the controversial role of Paul Atanga Nji in managing the crises shaking the country, particularly the civil war in the North-West and South-West regions. “He owes them an account for his historical responsibility in triggering and worsening the unnecessary civil war that, for nearly eight years, has been decimating populations,” the deputy hammered.
Jean Michel Nintcheu also recalled the financial scandals related to the management of CAMPOST, civil security, and the funds allocated to the fight against COVID-19. In his view, the Biya regime, plagued by corruption and kleptocracy, is on the brink of collapse, unable to meet the aspirations of the Cameroonian people.
The Honorable Nintcheu’s statement ends with a direct call to President Paul Biya to assume his constitutional responsibilities to stop the state insurrection that he accuses his own regime of fomenting.
In his statement on March 6, 2025, Honorable Jean Michel Nintcheu denounces the provocations of the Minister of Territorial Administration, Paul Atanga Nji. The Member of Parliament calls for serious attention to the political situation in Cameroon and asserts that it is unacceptable to undermine institutions and distort the electoral process. Following is the statement in its entirety:
STATEMENT FOLLOWING THE PRESS CONFERENCE OF THE MINISTER OF TERRITORIAL ADMINISTRATION, ‘MINISTER OF NATIONAL PROVOCATION’ PAUL ATANGA NJI.
Public opinion has once again been deeply shocked by yet another gross provocation, one too many, by the Minister of Territorial Administration, ‘Minister of National Provocation’ Paul ATANGA NJI, during his press conference held on Tuesday, March 4, 2025.
I wish to clearly remind that politics is a serious matter dealing with serious issues. It is not a refuge for clowns. Buffoonery should be confined to entertainment venues; it has no place on the political stage. Especially not in this crucial election year.
No one has the right to demean the State to this extent. Even if someone were inclined to do so, the State and the Cameroonian people have the obligation to firmly prevent it.
It is unacceptable to devalue the ministerial function to this extent without political and legal consequences for its author.
Enough is enough!
It is evident to Cameroonians, the accredited embassies in Cameroon, and the international community at large that the Minister of Territorial Administration, Paul ATANGA NJI, has clearly escaped any political control from both the Prime Minister, Head of Government, Joseph DION NGUTE, and the President of the Republic, Paul BIYA.
Unless the government, in a hideous strategy of its dark cabinets and for sinister purposes against the Nation, is using him as a pitbull to execute its now assumed project of state insurrection.
One might wonder what explains this regime’s relentless effort to orchestrate this insurrection by all means, which it baselessly accuses the opposition of?
It is undoubtedly in the already lost hope of escaping its electoral fate in the upcoming October elections, to which its disastrous record condemns it in advance.
This record of 43 years of kleptocratic, irresponsible, and disastrous management hangs over it as the people’s anger rises and rumbles from all sides.
The regime wants to create an insurrection to try to drown its certain electoral defeat.
Hence its obstinate refusal, with the support of the Constitutional Council, compliant magistrates, and ELECAM, which it completely controls, to publish the national electoral list, in accordance with Article 80 of the Electoral Code.
The assumed sabotage with unbearable arrogance by Mr. Erick ESSOUSSE, DG of ELECAM, in the process of registering on the electoral lists, both in Cameroon and in the diaspora, is inadmissible and unacceptable.
The public call to violate paragraphs 2 and 3 of Article 15 of the constitution, which state: «
(2) Each Member of Parliament represents the entire Nation.
(3) Any imperative mandate is null and void. » as well as the untimely and illegal interferences of the Minister of Territorial Administration in the functioning of political parties aim ultimately to exclude political opponents from the upcoming presidential election. On this last point, I would like to remind that the Front for Change in Cameroon (FCC) is represented in the National Assembly and in several municipal councils across the country, according to Article 15 (3) above. This is an opportunity for me, once again, to call on the Director General of the government daily, Cameroon Tribune, Mrs. Marie Claire NNANA, to whom the FCC has served a right of reply that has so far remained unanswered, and the DG of the public television, CRTV, Mr. Charles NDONGO, to immediately stop their lies and propaganda that they serve to the public instead of information.
These lies and propaganda particularly concern the publication of alleged lists of political parties that, according to them and their political party, the RDPC, would be able to present candidates in the upcoming presidential election.
They should know that the impunity they enjoy today will soon come to an end. They will therefore be held accountable for their actions before an independent judiciary in due course.
According to Article 5(1) of the Constitution: « The President of the Republic is the Head of State.
(2) Elected by the entire Nation, he embodies national unity; (…) ». It is therefore time for Mr. Biya to fully assume his constitutional prerogatives to stop the state insurrection that his government and the political party he leads are organizing before his eyes. The RDPC and the BIYA-RDPC regime are, in fact, as everyone can see, in rebellion against the constitution and the laws of the Republic.
The Minister of Territorial Administration, Minister of National Provocation, since he is clearly no longer accountable to Cameroonian courts, must know that we will now respond to his excesses!
From now on, there will be a response. A response that matches his tone, his arrogance, and his provocations.
It is evident that Mr. Minister of National Provocation is petrified at the idea of losing power soon.
Perhaps because, more than anyone else, he knows that he owes serious accounts to the Cameroonians. He owes them accounts for his historical responsibility in the outbreak and worsening of the unnecessary civil war that, for nearly 8 years, has been decimating populations in the North-West, his native region, the South-West, and members of our defense and security forces.
He owes them accounts for the ruin of CAMPOST; He owes them accounts for the management of tens of billions of CFA francs swallowed up in the bottomless pit of the Directorate of Civil Protection of the Ministry of Territorial Administration. He finally owes them accounts for his management, flagged, of the COVID-19 funds.
Not to mention that he protected, under the cameras, the drug mafia that is decimating the youth of our country. He indeed violently opposed the approach of the Minister of Public Health aimed at banning the impunity public consumption of drugs in a bar that should interest the national and international specialized police.
Atanga Nji is indeed very afraid of the Change and Alternation that the Cameroonians are whispering in his ears.
But this is no reason to let him implode Cameroon.
The Cameroonians have waited in vain for his famous press conferences on various important and serious subjects. The daytime sequestration of the Minister of State, Secretary General of the Presidency of the Republic and his entourage in Kousseri, in the Far North where he was also present, by his party comrades. The hostage-taking of the Governor of the Far North region and his staff by angry populations. The kidnapping of the unfortunate Sub-prefect of Idabato, Mr. Laurent EWANE, etc.
If there is any advice for him, at this moment when he can no longer sleep because he is tormented by the democratic Liberation of the Cameroonian people – which is moreover only a matter of months – it is simply to ask him to have the courage to ‘manage the return’ of all the harm he has already inflicted on the Cameroonians since his appointment to this position.
This is an opportunity to remind Mr. Éric ESSOUSSE, Director General of ELECAM, and ENOW EGBE Abrams, President of the Electoral Council of ELECAM, the Minister of Justice, and especially the magistrates whose leniency towards members of the Government and RDPC militants who call for tribal hatred, state insurrection, or even a military coup, who defame and insult, that maintaining electoral order is exclusively the responsibility of ELECAM.
Thus, in electoral matters, the Minister of Territorial Administration, administrative authorities, and even the public prosecutor can only intervene at the request of ELECAM. However, what is currently observed is that the Minister of Territorial Administration, ‘Minister of National Provocation’, has illegally appropriated the powers and prerogatives of ELECAM.
So that no one is unaware, Article 4(1) of the Electoral Code states: « Elections Cameroon » is an independent body responsible for the organization, management, and supervision of the entire electoral and referendum process. ».
How come it from that the Minister of Territorial Administration, Minister of National Provocation, places the ‘independent body’ that is ELECAM under his supervision?
The BIYA-RDPC regime is now electorally cornered after 43 years of bluff, lies, and spreading the virus of tribal hatred. It has no choice but to surrender because any comedy that lasts too long always ends up becoming a tragedy. The best outcome left for it is to leave power through the ballot box.
